Research project: Open Government in the Philippines: exploring the role of open government data and the use of new technologies in the delivery of public services

As part of the Open Government Partnership, the Philippines have initiated programs on anti-corruption, accountability, participation, and empowerment of the poor. Moves towards greater transparency and openness present an opportunity for government to act as a co-innovator with citizens, harnessing new technologies and Open Government Data (OGD) to support more meaningful participation and collaboration. However, such initiatives are not without their share of challenges and difficulty. This project has examined the OGD practices and needs of selected health and economic programs in the Philippines. Through qualitative case studies, it has looked in particular on the localization efforts of these programs and how government’s boundary partners engage in use of OGD. By looking at the technologies in use to deliver OGD, and identifying current gaps in current OGD use practices, the study is developing Management Information Systems (MIS) implementation guidelines that can that can assist local health and government units in developing OGD initiatives.

DLSU-ODRT starts the "Voices for Open Data" Advocacy Campaign

January 2014

Manila, Philippines - The DLSU-ODRT started the “Voices for Open Data in the Philippines” campaign last January 2014. Intended to strengthen the advocacy for open data through the availability of relevant online content, the campaign features short video interviews of personalities from the public and private sector, civil society, youth leaders and the Academe regarding the potentials of open data in the Philippines.

Examining Open Data Practices in Iligan

December 4-6, 2013

Last December 4-6, 2013, the OGD Team went to Iligan City to conduct interview for data gathering. Under SME, resource persons were Mrs. Emily Pascua and Mr. Michael Lagcao of the Chamber of Commerce, Councilor Frederick Siao and Ms. Armien of Committee on Trade, Commerce, and Industry, and Mr. Eric Gargar of Pailig Development Foundation.

Good Governance Summit Postponed to 1st Quarter of 2014

Due to devastation brought about by Typhoon Haiyan (Yolanda), the organizing agencies of the Good Governance Summit have decided to postpone the event to sometime in quarter 1 next year. The DLSU-Open Data Research Team will still be part of one of the breakout sessions entitled "Promise of Open Data: Research on Existing Open Data Practices".

DLSU-ODRT Meeting: Data Gathering Results & Next Steps

The DLSU-Open Data Research Team (DLSU-ODRT) held a meeting to further discuss and analyze the results of the second batch of data gathering activities in the Visayas. The team agreed that they can benchmark on the experience in Bacolod and Iloilo for the Iligan (Mindanao) data gathering. Updates regarding the research activities done for the Sta. Rosa, Laguna (Luzon) community.

Open Data Hackathon to be Hosted in a Different Venue

Unfortunately, due to the conflict in schedule and other circumstances such as the venue capacity, the host of the event, the Department of Budget and Management (DBM) decided it would be in the best interest of everyone involved to host the hackathon in another venue, which is at the Smart Tower in Ayala Avenue, Makati City. Since they are the bandwidth provider, they have allowed to hold the event at their office for easier coordination especially with regard to the internet connectivity.

ODDC Web Meeting on Research Updates

The team was represented by Ms. Estefanie Ulit in the web meeting hosted by ODDC on September 25. The goal of the meeting is to get updates on the progress of the research projects. The DLSU-Open Data Research Team (DLSU-ODRT) reported about the initial results of data gathering activities in Bacolod and Iloilo, as well as upcoming events.
